Board of Directors (2017-2018)

The Federation operates under the direction of a Board comprising representatives from each of the Founding Members. Members of the Board of Directors are elected for a term of two years.

Mr. Urs Pilz, President

Mr. Urs Pilz is the Artistic Director and the Vice-President of the Festival International du Cirque de Monte-Carlo. For many years, he has been a part of the organisational committee of the Festival and in this position a consultant for the late Prince Rainer III of Monaco and subsequently for H.S.H. Princess Stephanie of Monaco, who took over the presidency of the Festival in 2006. Mr. Pilz’s work serves to preserve and promote Prince Rainer III’s vision for the Festival, created in 1974, to demonstrate that circus arts, including the presentation of animals, are an important part of European - and the world’s - cultural heritage; to offer the circus a prestigious platform for its presentation; and to celebrate the creativity and innovation of all its performers. Mr. Pilz serves as the current President of both the European Circus Association and the Fédération Mondiale du Cirque.



Mr. Wayne McCary, Vice-President


Mr. Wayne McCary's storied career has included fairs, circuses, carnivals, amusement parks and arenas. He is currently president and CEO of Eastern States Exposition (The Big E). Well known as a visionary in the outdoor and indoor amusement industry, he is a respected leader and innovator, and has brought creative ideas to The Big E and the industry. Mr. McCary has been booking circus talent for more than 40 years and founded The Big E Super Circus in 1970. He continues to personally produce The Big E Super Circus under the Big Top, which is seen by more than 80,000 people each year. He served as president of the International Association of Fairs and Expositions in 1997 and received its Hall of Fame honor in 2001. He recently received the New England Association of Amusement Parks and Attractions' Hall of Fame award. Mr. McCary serves as Chairman of the Board of the Outdoor Amusement Business Association.   


Mr. Frans Cuijpers, Treasurer

Mr. Frans Cuijpers is treasurer of the European Circus Association and brings to the Federation Board of Directors his long-term professional experience as manager of a cooperative bank in the Netherlands. From the age of ten, Mr. Cuijpers has been passionate about circus and has built an impressive collection of programs, posters, books, and other memorabilia of circus over the years. He also is President of the Club van Circusvrienden Nederland (Circus Friends Association in the Netherlands) and a member of the Circus Culture Foundation in the Netherlands. At the invitation of the Ministry of Agriculture, Mr. Cuijpers served on a review panel for the report of the Animal Sciences Group of Wageningen University regarding the "welfare of animals in travelling circuses in the Netherlands" in 2008.


Mr. Brian Boswell, Director

Mr. Brian Boswell is the proprietor and director of Brian Boswell's Circus, which tours the whole of Southern Africa. He is 5th generation Boswell circus family; the Boswell family celebrates 100 years in circus in South Africa in 2010. Mr. Boswell has trained and presented a wide variety of animals, concentrating primarily on non-domesticated animals. The largest act trained and presented by Mr. Boswell featured 17 leopards working together. A great lover of animals of all types, Mr. Boswell also owns a private zoo and Lion Park in South Africa. He is a Founding Member of the Animal Interest Alliance


Mr. John Le Mare

John is a Founder Director of the World Circus Federation, representing Australian Circus interests. In this capacity he travels to Monaco each year to attend to the business of this Federation. He has also represented Australian circus at Federation meetings in the USA and Italy. He, together with his wife Angela, is a Director of their family online ticketing business, 365tix Pty Ltd., which is also a fully paid up Associate member of the World Circus Federation. He is very active with the Australian Circus Festival organisation which encourages emerging youth circus to train and compete in a real “Chapiteau”, which displays & practises the very best aspects of animal welfare in the circus environment and which produces a number of public performances combining International & Australian artists.
